(AMENDMENT) REGULATIONS 2020
In exercise of the powers conferred by section 61 of the Fire Safety Act, the Minister for Home Affairs makes the following Regulations:
Citation and commencement
1.  These Regulations are the Fire Safety (Company Emergency Response Team) (Amendment) Regulations 2020 and come into operation on 14 September 2020.
Amendment of regulation 2
2.  Regulation 2 of the Fire Safety (Company Emergency Response Team) Regulations 2013 (G.N. No. S 540/2013) (called in these Regulations the principal Regulations) is amended by deleting the definition of “specified premises” and substituting the following definition:
“ “specified premises” means any premises specified in Part 2 of the Schedule to the Fire Safety (Premises Requiring Fire Safety Manager and Company Emergency Response Team) Notification 2020 (G.N. No. S 768/2020).”.
Amendment of regulation 3
3.  Regulation 3 of the principal Regulations is amended —
(a)by deleting sub-paragraphs (a) and (b) of paragraph (1) and substituting the following sub-paragraphs:
(a)establish a CERT for the premises comprising 6 members, or such other number as notified by the Commissioner under section 22(4)(a) of the Act, within 6 months after the date the premises become specified premises;
(b)provide the CERT with the equipment specified in the Schedule;”; and
(b)by deleting paragraph (2).
New Schedule
4.  The principal Regulations are amended by inserting, immediately after regulation 5, the following Schedule:
THE SCHEDULE
Regulation 3(1)(b)
EQUIPMENT REQUIRED FOR CERT
1.  The following equipment must be provided to a CERT of any specified premises:
(a)5 sets of fire retardant coveralls;
(b)5 safety helmets;
(c)5 pairs of goggles or 5 face shields;
(d)5 pairs of safety gloves;
(e)5 pairs of safety boots;
(f)the requisite number and class of fire extinguishers in accordance with Singapore Standard 578:2012 — Code of Practice for Use and Maintenance of Portable Fire Extinguishers;
(g)a first‑aid kit;
(h)a foldable stretcher;
(i)a fire blanket;
(j)an automated external defibrillator;
(k)a loud hailer;
(l)4 walkie-talkies.”.
Transitional provision
5.—(1)  For the purposes of regulation 3(1)(a) of the principal Regulations as in force on 14 September 2020, despite the Fire Safety (Premises Requiring Fire Safety Manager and Company Emergency Response Team) Notification 2020 (G.N. No. S 768/2020) as in force on 14 September 2020, the date that any premises specified in paragraph (2) become specified premises is taken to be 13 March 2021.
(2)  The premises to which paragraph (1) applies are any specified premises —
(a)in respect of which a certificate of statutory completion or temporary occupation permit is issued before 14 September 2020; and
(b)that are not designated under the cancelled Fire Safety (Premises Requiring Fire Safety Manager and Company Emergency Response Team) Notification 2013 (G.N. No. S 537/2013) as in force immediately before 14 September 2020.
(3)  In this regulation, “certificate of statutory completion” and “temporary occupation permit” have the meanings given by section 2(1) of the Building Control Act (Cap. 29).
