Confined Space Ventilation and Gas Testing
• Always carry out purging (to rid the atmosphere of hazardous contaminants) and ventilation (to render the environment safe for work) prior to confined space entry. For improved ventilation effectiveness, a push-pull system involving both forced ventilation and exhaust ventilation is recommended wherever practicable. A powerful blower and a long ventilation duct (capable of reaching the bottom of the confined space) are necessary to prevent short-circuiting and ensure that the ventilation is adequate.
• Carry out gas testing prior to initial entry to verify that the atmosphere of the confined space is safe for entry. It is important that gas testing be carried out at different locations and elevations of the confined space. As stipulated in the WSH (Confined Spaces) Regulations, it is mandatory for gas testing to be carried out by a Confined Space Safety Assessor.
• Initial gas testing is followed by continuous gas monitoring and re-testing at regular intervals to verify that the work environment remains safe for continued work. Continuous monitoring is achieved by equipping confined space workers with a portable gas detector capable of providing an audiovisual alert once hazardous atmospheric conditions are detected. Mechanical ventilation should be provided continuously so that a safe work environment can be maintained as the work proceeds. Should the confined space be left vacant and without continuous gas monitoring for more than 30 mins, carry out gas testing once again before re-entry.

Employers, principals and contractors performing similar work are advised to put in place the necessary controls to protect workers when working with inert gases (e.g. argon). The use of inert gases in a confined space (the adjoining pipe in this case) may inadvertently create an asphyxiation hazard. Communicate to workers the dangers of working with inert gases. Establish and implement a work procedure for the safe application of inert gas in preparation for welding works. Avoid the use of inert gas wherever possible. If inert gas must be used, equip workers with a portable gas detector to detect the lack of oxygen and/or presence of toxics/flammables depending on the work environment. Advise workers never to insert their head into a confined space so long as the atmosphere within is not certain.

1. The Maritime Safety Committee (MSC) of the International Maritime
Organisation (IMO) adopted SOLAS regulation III/19.3.6.2.3 relating to enclosed
space entry and rescue drills, by Resolution MSC.350(92). The Merchant Shipping
(Safety Convention) (Amendment No. 2) Regulations 2014 which gives effect to the
Resolution entered into force on 1 January 2015.
2. The MSC at its ninety-third session confirmed that regulation III/19.3.6.2.3
does not introduce carriage requirements for atmosphere testing instruments for
enclosed spaces.
3. The MSC at its ninety-fourth session, in adopting Resolution MSC.380(94)
recognised the need to implement the new SOLAS regulation XI-1/7 early in order to
expedite the carriage of portable atmosphere testing instruments. MSC/Circ.1485
invited SOLAS Contracting Governments to voluntarily implement SOLAS regulation
XI-1/7 to ships under their flags, as soon as practicable, taking into account that the
entry-into-force date of the corresponding amendment to SOLAS is 1 July 2016.
4. In view of the testing of atmosphere of enclosed spaces is critical for the safe
entry by ship crew and the carriage of portable atmosphere testing instrument
introduced by regulation XI-1/7 is essential to satisfying the requirement of regulation
III/19.3.6.2.3, the Director of Marine has decided to implement regulation XI-1/7
early. Singapore registered ships to which chapter I of the Merchant Shipping (Safety
Convention) Regulations apply, shall implement regulation XI-1/7 as soon as
possible but not later than 1 July 2015.
5. Shipowners should take into consideration MSC.1/Circ.1477 “Guidelines to
facilitate the selection of portable atmosphere testing instruments for enclosed
spaces as required by SOLAS regulation XI-1/7”, when selecting portable
atmosphere testing instrument for enclosed spaces as required by regulation XI-1/7.
